Does the Dog Silencer Pro work?

Has anyone recently had experience with the Dog Silencer Pro? My neighbor’s dogs are driving me crazy with their constant barking. I have called the Township, but with no luck.

I’ve only had it a few days, but so far it seems useless. Neighbors dog is not affected whatsoever, no interference and about 50 feet away. Fairly certain I will return it. I did a lot of research and this seemed to be the best. Not for me.
It worked for our dog, but then again that was also with training and positive reinforcement. You can try it out/buy it and return it if it doesn’t work, but ours did work for our dog (we have a german shepherd/doberman).
You can also offer to walk the dog a couple times a week, if you have time. The dog is possibly lonely or stressed out from living outside/on a chain/in a cage or whatever all the time and could use a little interaction and exercise to keep him quieter.
