Is there some kind of ultrasonic dog whistle that will inflict discomfort/pain on a dog?

There are but those can be very painful for dogs (in fact some states ban their sale for that reason) and there are much, much easier ways to train normal household dogs than pain compliance.
They’re cruel, don’t use them.
Why would you want to do that? Is there a behavior you’re trying to deter?
And you want to hurt dogs WHY???
And I doubt it-people don’t want to make something that will cause pain on a dog.
Yes.
I have one, but it doesn’t work very well. Most of the time, my dogs ignore it.
Hopefully not or people with get them instead of training their dogs.

Why would you do that? Some one should inflict discomfort and pain on you and see how the dog would feel!
Yes, there is a "silent" dog whistle, however, I’m sorry to disappoint you, it doesn’t hurt the dog. We call it "silent" because it is beyond human hearing range but not a dog’s. If you wish to cause a dog pain then you need to be retrained by someone who might try to do it by causing you discomfort as well. It remains to be seen whether that would teach you anything, however. This type of whistle needs to be adjusted to the individual dog’s hearing range and is used to teach it that when he/she hears this sound you want the dog to come to you. Pain never taught a dog to do anything. I can’t believe that you want to do this!
